The firm has offices in Gander, Newfoundland with a permanent staff of ten. CECON Limited normally designs and manages between $5-$10 million of projects annually.

TEAM BIOS

Barry J. Thomson, P. ENG

President and CEO

Barry graduated from Memorial University of Newfoundland with a Bachelor of Civil Engineering. He has also completed graduate engineering courses from Nova Scotia Technical College. He has been involved with many associations such as the Association of Professional Engineers and Geoscientists of Newfoundland and the American Society of Civil Engineers. He has over 30 years of experience as president and CEO of CECON Ltd.

 

Dennis Laing, CRA

Business Manager and Appraiser

Dennis has a Drafting certificate from International Correspondence School and a Business Administration diploma from Memorial University of Newfoundland. He is also educated and experienced in the fields of clerk accounting and environmental site assessing, phases 1-4. He is involved with associations such as Gander Minor Hockey Association, Central Newfoundland Real Estate Board, and The Canadian Institute of Management. Dennis has over 30 years of experience as the business manager and appraiser for CECON Ltd.

 

Gerald Pardy

Senior Design Technician

Gerald graduated Lewisporte District Vocational School with education in basic drafting. Since then, he has an education in engineering design drafting, and training in AutoCAD Levels 1, 2, and 3, and AutoCAD operations. He has 40 years of experience as an engineering design technician with CECON Ltd.

 

Junior Colbourne, CET

Project Manager and Design Technician

Junior graduated the College of Trades and Technology, Surveying and Drafting course. He has been involved with The Association of Engineering Technicians and Professional Technologists, American Water Works Association, and is a former mayor of Norris Arm, NL. Junior has over 30 years of experience as a project manager/design technician with CECON Ltd.

 

Thomas Clark, CET

Civil/Structural Design Technician

Thomas graduated from Grand Falls District Vocational School with an education in architectural drafting. He completed on the job training as a concrete, soils, and asphalt lab technician. He completed an EPDM rooting inspection course along with completion of environmental site assessing, phases 1-4. Thomas has been involved with the Association of Engineering Technicians and Technologists and is registered as an approved designer of private sewage disposal systems. He has over 20 years of experience as an engineering design technician with CECON Ltd.

 

Bradley Burton, B. ENG

Civil Engineer

Bradley graduated from Memorial University of Newfoundland with a Bachelor of Civil Engineering degree. Upon graduating, Bradley has worked on the Hebron Project in Bull Arm for two years. He has been involved with on-site construction supervision of municipal engineering projects, AutoCAD design drafting, and environmental site assessments with his three years of experience as a site/field engineer. Bradley has been working with CECON Ltd. since 2015.

 

Jonathan Newman, P. Tech.

Civil Engineering Technologist

Jonathan graduated from College of the North Atlantic with a Civil Engineering Technology diploma. He has over nine years of surveying/construction experience. He has been working with CECON Ltd. where his duties include GPS surveying, construction supervision, AutoCAD design drafting, and cost estimating. Jonathan has been working with CEOCN Ltd. since 2014.

 

Deanne Doucette

Administrative Assistant

Deanne graduated from the Keyin College Office Administration Medical/Legal course as an administrative assistant. She has over two years of administrative experience and has been working with CECON Ltd. assisting in the publication of tender documents, contract documents and a variety of administrative duties. Deanne has been working with CECON Ltd. since 2014.

 

Ellen Samson

Office Manager/Accounting

Ellen received her education from Memorial University and College of the North Atlantic. She has over 20 years of experience in business accounting and administration. Ellen has been working with CECON Ltd. since 1999.

 

Stephen Wiseman, NLAA, LEED AP

Architect

Stephen is an architect that CECON Ltd. hires on contract. He obtained his education from the Institute of Classical Architecture, University of Kentucky College of Architecture, and Lexington Technical Institute. Stephen has over 30 years of experience as an architect and is a member of a number of organizations including the National Council of Architectural Registration Boards, the Institute of Classical Architecture, and the Classical American Institute of Architects.
